The Midwest Armor HILO is one of the best plate carriers we’ve tested. Plus, it is affordable too.
It’s lightweight, minimalist, and surprisingly modular, making it a solid choice for both first-time buyers and seasoned preppers looking to save money without sacrificing quality.
Right out of the box, it supports placards or chest rigs with integrated buckles and comes with an admin pouch for maps and sensitive items. Add in its made-in-America build quality and included integrated backing (a feature many others charge extra for), and you’ve got serious value.
Truth be told, this is the kind of carrier that I wish was around when I first started building out my kit. I’d have saved hundreds of dollars if I’d have gotten something like the HILO and its supporting gear.
Our favorite feature of HILO is its scalability. I was able to build it up or keep it stripped down.
The shoulder strap pads are another high point. They’re very comfortable and a must, according to our veteran reviewers. You will have to purchase them separately, though.
That said, there are a few features that our testing experts didn’t like. For instance, the buckles on the front cannot be adjusted. This might make your pouches higher than you’d like them to be (as it did for some of our testers). For this reason, it cannot accommodate a micro placard (like the Spiritus micro fight).
The closure mechanism for the cummerbund is exposed. So it can easily catch on any rough surface, like trees or asphalt. It can pull the cummerbund right off, as it did several times in our testing.
Our testers did like the cummerbund otherwise, though:
“I like how the cumberbund is uni-directional. It doesn’t really matter what way you put it on.”
In our experience, the plate bag can run a bit large. The “medium” can fit our favorite body armor plate, though, unlike the other “medium” plate carriers. (These plates float and are awesome; get them if your plate carrier can fit them!)
Despite its few quirks, the HILO offers standout value, especially if you’re building a budget-conscious but functional kit.

The Chase Tactical Low-Vis Plate Carrier Elite is designed for urban environments, as it remains inconspicuous while still offering robust protection. If you put slim plates in it, it hides pretty well!
This plate carrier replaces the popular SOCC carrier. The only real difference is the SOCC had Hypalon/Hank material for the shoulder straps, where as the LVPC-E has webbing.
It’s missing some features to make “hiding” easier. For instance, it doesn’t have a zipper on the front, which tends to stick out like a sore thumb on other plate carriers.
It’ll do the covert just a little bit better than the other options we reviewed. If you are in the middle of an urban riot or a similar emergency, this is probably the carrier you want. These sorts of situations are much more common than the whole world ending, where a more overt carrier might be more helpful.
Despite being covert, this carrier takes regular-sized plates. So, you can get the same protection as any other carrier.
Getting this plate carrier to fit correctly was pretty straightforward. The shoulder straps are completely adjustable, and the cummerbund can come off completely.
If you live in a city (or travel to one regularly), consider this covert carrier to stay safer in these urban environments.

Despite the name, the 221B Tactical QRF Minimalist Plate Carrier is not very minimalist. It has a very militarized appearance, but it also comes with some robust features to match. Whether you consider that a pro or con is entirely up to your situation.
As one of our experts put it:
“Screams militarized. It suggests that the wearer is part of an organized fighter unit, which may or may not be what you’re going for.”
So, if blending in is a priority, this might not be your best pick. But if you are trying to look like part of an organized fighting unit, this is a solid choice.
The integrated mesh cooling system is one of our favorite features. It’s the same breathable tech we love in this company’s standalone mesh liner—and here, it’s built right into the carrier. During testing, it noticeably reduced sweat and heat buildup.
The shoulder straps are another win. They’re well-padded and come included—unlike many other carriers where that’s an extra purchase.
It also has a back flap that covers the cummerbund attachment, keeping it secure even if you rub up against stuff.
This overt carrier also has plenty of MOLLE for attachments and reinforcing that militarized look. While we wouldn’t recommend this for most preppers, it can be a good option for an organized group that wants to look like one.

If you’re buying Premier Body Armor plates, the Fortis Alpha plate carrier is the guaranteed fit – but it’s not our top pick overall, as I explained in my Premier Body Armor review.
Premier makes our favorite armor: it’s buoyant, well-priced, and built with civilian use in mind. The Fortis Alpha was clearly designed to pair with those plates, and you can even grab it in a discounted bundle. That alone makes it worth considering.
But let’s set expectations: this carrier isn’t designed for discretion. It’s boxy, the plates don’t follow your body’s contours, and the carrier doesn’t do much to slim or smooth your profile. If you want a low-vis setup, this isn’t it.
During our testing, the square cut caused shoulder strap discomfort during crossbody movements. My range of motion was limited, and the front straps dug into testers’ shoulders more than most of the other carriers we reviewed.
That said, there are several features I did like about this carrier. It has SwissClip buckles for the attachment of a placard, plenty of laser-cut MOLLE, and an oversized attachment field to fit nearly anything.
Unfortunately, those placard clips can be a little misleading. When testing the KRYDEX Micro Chest Rig, we had to remove the clips with pliers. The buckles didn’t provide enough clearance to depress the tabs once locked in. (For the record, that same chest rig works perfectly fine with other carriers we tested.)
Still, the plate bags hold the plate nicely. As one of our testers reported:
“There is no doubt that the plates are going to stay snuggly inside of the carrier.”
Bottom line: the Fortis Alpha feels like it was designed after the armor, not as a standalone product. If you’re getting the bundle, it’s a decent value—but if you’re shopping for a high-performing carrier first, you have better options.

The Ferro Concepts Slickster is the best minimalist design on the market, especially when paired with the company’s modular ADAPT system.
When paired with Ferro’s modular ADAPT system, it becomes one of the most versatile options available—perfect for civilians who want flexibility without looking like they’re heading to war.
The Slickster is a perfect example of a slick carrier (a minimalist carrier between discrete and overt). For instance, it has less MOLLE webbing, making it look less militarized. This deliberate stripping of extra MOLLE gives it a much cleaner profile, in our opinion.
I personally loved how lightweight this plate carrier is, which makes it much easier to wear long-term (especially if you aren’t used to wearing plate carriers all the time).
However, my favorite feature of the Slickster is its huge selection of accessories. Ferro products a huge variety of accessories through the ADAPT ecosystem. That said, many of these accessories are for short-term combat, not the long-term capabilities I’m primarily looking for in a plate carrier.
Still, its sleek nature, overall quality, and affordability make it easily on of the best plate carriers on the market for the average person looking to get prepared.
Features to Prioritize in a Plate Carrier
A soldier’s plate carrier is built for combat. Yours shouldn’t be.
As a civilian, your goals are different: blend in, stay mobile, and stay alive. That means prioritizing comfort, discretion, and versatility over heavy-duty combat features.
Here are the top features I recommend prioritizing when choosing a plate carrier.
- Lightweight Build: The lighter your setup, the longer you’ll wear it. Look for carriers made from high-strength nylon or ripstop fabric, materials that balance durability with weight. Yes, they’ll cost more. But trust me, cheap plate carriers aren’t worth it when you’re miles from home.
- Discrete Design: A low-profile, minimalist design is better for a civilian environment. Skip the tactical cosplay. Look for features like reduced MOLLE webbing, hidden pockets, and streamlined silhouettes for a more discrete look.
- Modular Functionality: Your carrier should work with your gear, not just hold plates. Look for setups that support hydration pouches, admin pockets, or even emergency food access. A smart carrier can reduce your need to constantly dig through a bug out bag, and that’s a huge advantage when things go sideways.
How We Tested These Plate Carriers
Every plate carrier on this list was worn, pushed, and stress-tested with civilian preparedness in mind, not combat.
We did not run battlefield drills or jump out of helicopters. Instead, our testing focused on the features that actually matter to a modern prepper, like comfort and practicality. We only want to recommend plate carriers that actually work during real-life emergencies.
Our Testing Scenarios
We wore each carrier in situations a prepared civilian might face:
- Urban bug-out routes
- Simulated evacuation drills
- All-day wear across mixed terrain
These plate carriers were also tested in different weather conditions. We kept track of how the gear moved with us through tight spaces (and while carrying children). Each plate carrier was tested by experts, like long-term preppers and veterans, who had dealt extensively with plate carriers before. We even had a law enforcement officer test them
Simply put, they know what they are talking about.
What We Evaluated
- Comfort: How well does the plate carrier distribute weight? Can you wear it for hours without it digging in or shifting around?
- Functionality: Can it hold what matters, like maps and emergency food bars? Is it easy to scale up or scale down, depending on the situation?
- Durability: Is this a plate carrier we’re going to worry about breaking in an emergency situation? We checked stitching, strap tension, and how the materials held up throughout our testing process. Nothing made the list if it felt like it’d fail when I needed it the most.
We did not include every plate carrier in the world on this list. Because, frankly, not all plate carriers out there are suitable for prepping. Only those that fit the mission made it on this list.
Types of Plate Carriers
There are three main styles of plate carriers: covert, slick, and overt. Each one serves a different kind of mission. Which one you choose should mirror what you expect to come up against.
For most preppers, we recommend a slick carrier. It strikes a good balance between blending in and being ready, according to our experts.
That said, there are times when a different carrier may be more suitable. Here’s what you need to know:
- Covert (Discrete) Carriers: Covert carriers are made to disappear under clothing and avoid attention. These are best in situations when being noticed would be very bad, like during protests or civil unrest.
- Slick Carriers: These offer a clean, low-profile look with just enough MOLLE or attachment points for the essentials. They’re also called “minimalist” carriers for a reason. This is the ideal choice for most preppers.
- Overt Carriers: These are what most people picture when they hear “plate carrier.” Covered in MOLLE, loaded with pouches, and built to carry everything. These are great for tactical use, but they also scream militarized.
Stick with a slick carrier if you’re prepping for average Tuesday emergencies or a bug-out situation. For those in an urban environment, a covert carrier may come in handy (especially if you’re worried about civil unrest when you don’t want to be mistaken for a cop).
Preppers rarely need overt carriers. Unless you have a bunch of friends and want to look like an organized fighting force, choose something else.
How to Set Up Your Plate Carrier
Your plate carrier isn’t just body armor. When set up correctly, it can also be a portable life-support system. It can keep your most essential items right where you need them.
Here’s how to set your plate carrier up:
- Proper Sizing: The fit matters. A lot. The front plate should sit right below your collarbone, specifically at the sternal notch, where your collarbone meets your sternum. When in doubt, feel for your clavicle: the plate should rest just under it.
- Weight Distribution: Even weight = less fatigue. Make sure your straps are tight so that the carrier hugs your body and doesn’t slide around.
- Pouches & Loadout: Keep it simple and functional. Use admin pouches for small, high-priority gear like flashlights or tourniquets.
Don’t forget to test your setup, too. The right setup should make you faster, while the wrong one will only get in your way.
Simply put: Fit it right. Keep it light. Test it often.
